The Garrison’s Motor Vehicle Regulation doesn’t just cover motor vehicles like cars and motorcycles, it also sets out the rules of the road for joggers and bicyclists on post.

“Each installation is required to have their own version of Army regulation 190-5,” Deputy Police Chief Dennis Brown said, “and the main body of the (Redstone) regulation comes from Army Regulation 190-5.”

Starting last year, Brown rewrote the existing Redstone policy, and he said the revised document was reviewed by safety and legal offices before it was signed by Garrison Commander Col. Brian Cozine in March.

Several sections of Chapter 3 of the regulation deal with bicycle safety, with cyclists prohibited from entering the Arsenal through Gate 9 between 5:30 a.m. to 5 p.m. Monday through Friday, excluding federal holidays.

Rideout Road – between Gate 9 and Martin Road – and Martin Road, between Patton Road and Rideout Road, are off limits to cyclists between the hours of 5:30 a.m. and 5 p.m. Monday through Friday, excluding federal holidays.

During a Redstone Town Hall event earlier this year, Redstone Police Chief Jim Lamm was asked about riding a bicycle through Gate 9 Rideout Road. Lamm cited the regulation that’s in place prohibiting that and added that, because of the speed limit after clearing the gate and low visibility conditions, “it’s just not safe.”

“Bicycles are considered legal traffic on the installation,” according to Brown.

When there’s a usable path or bike trail next to a roadway, cyclists will use these and not the roadway, according to the regulation. Cyclists are also prohibited from wearing headphones, earphones or other listening devices while riding on the installation.

The regulation calls for motorists to “share the road” with cyclists and allow enough space and separation between their position and the cyclist for safety.

Bicyclists and those riding non-motorized scooters, skateboards and rollerblades are required to wear bicycle helmets approved by the Consumer Product Safety Commission and have the chin strap fastened while riding on post, according to the regulation.

People riding skateboards, non-motorized scooters and roller blades must wear protective elbow pads and knee pads.

During daylight hours, anyone riding a bicycle is encouraged to wear brightly colored clothing as an outer garment and when it’s dark or there’s limited visibility, cyclists are required to ride with a white front light lit and a lit red taillight, not just a reflector, and wear high-visibility reflective apparel as an upper outer garment. Lights should be visible from a distance of at least 500 feet to the front and to the rear.

An appendix in the regulation designates the roads on the Arsenal that are off-limits to formations or small group running.

Small groups of joggers, that is, three to 12 people, are prohibited from running on roads with posted speed limits of 30 mph or higher. This does not apply to roads blocked to traffic and designated for unit or activity PT formation runs.

Small groups of joggers may cross prohibited roads but must do so at intersections and use extreme caution.

As for individual runners, they’re prohibited from wearing headsets except when running on designated running paths.

Also, individual and small groups of joggers are required to wear reflective safety gear while running along or across public roadways during limited visibility. Runners aren’t required to wear reflective gear if they’re running on established running tracks.
